'''ਰਾਜ''' ਇੱਕ ਸੰਗਠਿਤ ਸਿਆਸੀ ਭਾਈਚਾਰਾ ਹੁੰਦਾ ਹੈ ਜਿਹੜਾ ਕਿ ਇੱਕ ਸਰਕਾਰ ਅਧੀਨ ਹੁੰਦਾ ਹੈ।ਹੈ<ref name="oxford-state">{{cite journal |title=state |work=Concise Oxford English Dictionary |publisher=Oxford University Press |edition=9th |year=1995 |quote='''3''' (also '''State''') '''a''' an organized political community under one government; a commonwealth; a nation. '''b''' such a community forming part of a federal republic, esp the United States of America |editor1-first=Della |editor1-last=Thompson}}</ref>। ਰਾਜ ਮੁੱਖ ਰੂਪ ਵਿੱਚ ਸਰਬ ਸੱਤਾਧਾਰੀ (sovereign) ਹੁੰਦੇ ਹਨ। ਰਾਜ ਸ਼ਬਦ ਕਈ ਪ੍ਰਸੰਗਾਂ ਵਿੱਚ ਵਰਤਿਆ ਜਾਂਦਾ ਹੈ ਜਿਵੇਂ ਕਿ ਕਿਸੇ ਦੇਸ਼ ਦੇ ਵੱਖ ਵੱਖ ਸੂਬਿਆਂ ਨੂੰ ਵੀ ਰਾਜ ਕਿਹਾ ਜਾਂਦਾ ਹੈ, ਪਰ [[ਕੌਮਾਂਤਰੀ ਕਨੂੰਨ|ਅੰਤਰਰਾਸ਼ਟਰੀ ਕਾਨੂੰਨ]] ਵਿੱਚ ਰਾਜ ਤੋਂ ਭਾਵ ਕਿਸੇ ਦੇਸ਼ ਤੋਂ ਹੁੰਦਾ ਹੈ।
