ਅਮੀਰ ਕੁਦਰਤੀ ਵਸੀਲਿਆਂ ਤੋਂ ਇਲਾਵਾ ਘੱਟ ਗਿਣਤੀਆਂ ਦੀ ਲੁੱਟ ਨੇ ਵੀ ਅਮਰੀਕਾ ਨੂੰ ਮਹਾਨ ਬਣਾਉਣ ਵਿੱਚ ਵੱਡਾ ਹਿੱਸਾ ਪਇਆ ਹੈ। ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਅਮਰੀਕੀ ਗੋਰਿਆਂ ਨੇ ਆਦਿਵਾਸੀਆਂ ਦੀਆਂ ਜ਼ਮੀਨਾਂ ਖੋਹੀਆਂ, ਇਹ ਜ਼ਮੀਨਾਂ ਧੋਖੇ ਤੇ ਨਾਬਰਾਬਰੀ ਵਾਲੀਆਂ ਸੰਧੀਆਂ ਉਨ੍ਹਾਂ ‘ਤੇ ਠੋਸ ਕੇ ਅਤੇ ਕਈ ਵਾਰੀ ਜੰਗਲੀ ਜਾਨਵਰਾਂ ਵਾਂਗ ਵੱਡੇ ਪੱਧਰ ‘ਤੇ ਉਨ੍ਹਾਂ ਦਾ ਕਤਲੇਆਮ ਕਰ ਕੇ ਵੀ ਖੋਹੀਆਂ ਗਈਆਂ।
:ਕਾਲੇ ਲੋਕਾਂ ਦੀ ਲੁੱਟ ਕੀਤੀ ਗਈ। ਆਧੁਨਿਕ ਯੁੱਗ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੂੰ ਗੁਲਾਮ ਬਣਾਇਆ ਗਿਆ ਜਦੋਂਕਿ ਬਾਕੀ ਦੁਨੀਆਂ ਵਿੱਚ ਗੁਲਾਮੀ ਪ੍ਰਥਾ ਬਹੁਤ ਸਮਾਂ ਪਹਿਲਾਂ ਖ਼ਤਮ ਹੋ ਚੁੱਕੀ ਸੀ। ਕਾਲੇ ਲੋਕਾਂ ਨੂੰ ਪਹਿਲਾਂ ਖੇਤੀਬਾੜੀ ਅਤੇ ਘਰੇਲੂ ਯੁੱਧ ਤੋਂ ਬਾਅਦ ਕਾਰਖਾਨਿਆਂ ਵਿੱਚ ਉਤਪਾਦਨ ਲਈ ਵਰਤਿਆ ਗਿਆ। ਕਾਲੇ ਲੋਕਾਂ ਨੂੰ ਗੋਰਿਆਂ ਦੇ ਮੁਕਾਬਲੇ ਬਹੁਤ ਹੀ ਘੱਟ ਉਜਰਤ ਅਤੇ ਖਰਚੇ ਦਿੱਤੇ ਜਾਂਦੇ ਸਨ ਜਿਸ ਨਾਲ ਵਾਧੂ ਸਰਮਾਇਆ ਇਕੱਠਾ ਕਰਨਾ ਸੌਖਾ ਹੋ ਗਿਆ।
:ਲਾਤੀਨੀ ਲੋਕਾਂ ਦੀ ਵਿਆਪਕ ਲੁੱਟ ਸ਼ੁਰੂ ਹੋਈ। ਖੇਤੀਬਾੜੀ, ਬਾਗਬਾਨੀ ਅਤੇ ਹੋਰ ਬਹੁਤ ਘੱਟ ਉਜਰਤ ਵਾਲੇ ਕੰਮਾਂ ਜਿਵੇਂ ਵਪਾਰਕ ਅਦਾਰਿਆਂ ਦੀ ਸਫ਼ਾਈ ਅਤੇ ਘਰੇਲੂ ਕੰਮ-ਕਾਜ ਆਦਿ ਵਿੱਚ ਲਾਤੀਨੀ ਲੋਕਾਂ ਨੂੰ ਲਾਇਆ ਗਿਆ। ਇਹ ਕਾਲੇ ਲੋਕਾਂ ਨਾਲੋਂ ਵੀ ਸਸਤੇ ਪੈਂਦੇ ਹਨ ਕਿਉਂਕਿ ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਬਹੁਤ ਸਾਰੇ ਗ਼ੈਰ-ਕਾਨੂੰਨੀ ਆਵਾਸੀ ਹਨ। ਇਸ ਲਈ ਇਹ ਬਹੁਤ ਹੀ ਘੱਟ ਉਜਰਤ ਉਤੇ ਅਤੇ ਬਿਨਾਂ ਕੋਈ ਸਹੂਲਤਾਂ ਦੇ ਵੀ ਕੰਮ ਕਰਨ ਲਈ ਮਜਬੂਰ ਹਨ।
:ਅਮਰੀਕਾ ਦੇ ਇੱਕ ਵੱਡੀ ਸ਼ਕਤੀ ਬਣਨ ਵਿੱਚ ਤੀਜੀ ਦੁਨੀਆਂ ਤੇ ਖਾਸ ਕਰਕੇ ਲਾਤੀਨੀ ਅਮਰੀਕਾ ਦੀ ਲੁੱਟ ਨੇ ਵੀ ਬਹੁਤ ਵੱਡੀ ਭੂਮਿਕਾ ਨਿਭਾਈ ਹੈ। ਅਮਰੀਕਾ ਨੇ ਮੈਕਸੀਕੋ, ਕੇਂਦਰੀ ਅਮਰੀਕਾ ਅਤੇ ਦੱਖਣੀ ਅਮਰੀਕਾ ਦੇ ਦੇਸ਼ਾਂ ਦੇ ਵਸੀਲਿਆਂ ‘ਤੇ ਮੁਕੰਮਲ ਕੰਟਰੋਲ ਕਰ ਲਿਆ। ਭਾਵੇਂ ਸਬਜ਼ੀਆਂ, ਫਲ ਤੇ ਕਾਫੀ ਤੇ ਗੰਨੇ ਵਰਗੀਆਂ ਫ਼ਸਲਾਂ, ਕੇਲੇ, ਅੰਗੂਰ ਤੇ ਅਨਾਨਾਸ, ਇਨ੍ਹਾਂ ਦੇਸ਼ਾਂ ਦਾ ਤੇਲ ਹੋਵੇ ਭਾਵੇਂ ਸੋਨਾ, ਚਾਂਦੀ ਤੇ ਹੋਰ ਧਾਤਾਂ, ਇਨ੍ਹਾਂ ਸਭ ‘ਤੇ ਅਮਰੀਕਾ ਦਾ ਹੀ ਕੰਟਰੋਲ ਸੀ। ਇੱਥੋਂ ਤਕ ਕਿ ਇਨ੍ਹਾਂ ਦੇਸ਼ਾਂ ਦੇ ਚੰਗੇ ਵਾਤਾਵਰਣ ਅਤੇ ਸੋਹਣੇ ਕੁਦਰਤੀ ਦ੍ਰਿਸ਼ਾਂ ‘ਤੇ ਵੀ ਅਮਰੀਕਾ ਨੇ ਮੁਕੰਮਲ ਕੰਟਰੋਲ ਕਰਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸੈਰ-ਸਪਾਟੇ ਅਤੇ ਅਯਾਸ਼ੀ ਦੇ ਕੇਂਦਰਾਂ ਵਜੋਂ ਵਿਕਸਿਤ ਕਰਕੇ ਖੂਬ ਮੁਨਾਫ਼ਾ ਕਮਾਇਆ।
:ਹੁਣ ਮੈਕਸੀਕੋ ਦਾ ਸਾਰਾ ਸਮੁੰਦਰੀ ਕੰਢਾ ਹੀ ਅਮਰੀਕਾ ਨੇ ਇਸ ਪੱਖੋਂ ਵਿਕਸਿਤ ਕਰ ਲਿਆ ਹੈ। ਇਨ੍ਹਾਂ ਦੇਸ਼ਾਂ ਦੇ ਕੁਦਰਤੀ ਵਸੀਲਿਆਂ ਨੂੰ ਅਮਰੀਕਾ ਨੇ ਕੌਡੀਆਂ ਦੇ ਭਾਅ ਖਰੀਦ ਕੇ ਖੂਬ ਮੁਨਾਫ਼ਾ ਕਮਾਇਆ ਅਤੇ ਉਸ ਮੁਨਾਫ਼ੇ ਦਾ ਕੁਝ ਹਿੱਸਾ ਆਪਣੇ ਲੋਕਾਂ ਨੂੰ ਵੀ ਸਸਤੀਆਂ ਵਸਤੂਆਂ ਦੇ ਰੂਪ ਵਿੱਚ ਦਿੱਤਾ, ਲਾਤੀਨੀ ਅਮਰੀਕਾ ਦੇ ਕੁਦਰਤੀ ਅਤੇ ਮਨੁੱਖੀ ਵਸੀਲਿਆਂ ਦੀ ਪਾਰਲੀ ਲੁੱਟ ਅਮਰੀਕੀ ਸਾਮਰਾਜ ਦੇ ਉਥਾਨ ਦਾ ਮੁੱਖ ਸੋਮਾ ਬਣੀ ਪਰ ਇਹ ਪਾਰਲੀ ਲੁੱਟ ਸਿਰਫ਼ ਅਮਰੀਕਾ ਦਾ ਪਿਛਵਾੜਾ ਕਹੇ ਜਾਂਦੇ ਲਾਤੀਨੀ ਅਮਰੀਕਾ ਤਕ ਹੀ ਸੀਮਿਤ ਨਹੀਂ ਸੀ ਸਗੋਂ ਸਮੁੱਚੀ ਤੀਜੀ ਦੁਨੀਆਂ ਅਰਥਾਤ ਅਫ਼ਰੀਕਾ ਅਤੇ ਏਸ਼ੀਆ ਵੀ ਅਮਰੀਕੀ ਸਾਮਰਾਜੀ ਲੁੱਟ ਦਾ ਸ਼ਿਕਾਰ ਬਣੇ ਅਤੇ ਅਮਰੀਕੀ ਉਥਾਨ ਅਤੇ ਅਮਰੀਕਾ ਦੇ ਇੱਕੋ ਇੱਕ ਮਹਾਂਸ਼ਕਤੀ ਬਣਨ ਵਿੱਚ ਸਹਾਈ ਹੋਏ।
==ਮਹਾਂ ਸ਼ਕਤੀ==
ਸੰਨ 1846 ਤੋਂ 1848 ਤਕ [[ਅਮਰੀਕਾ-ਮੈਕਸੀਕੋ ਯੁੱਧ]] ਚੱਲਿਆ ਜਿਸ ਵਿੱਚ ਅਮਰੀਕਾ ਦੀ ਜਿੱਤ ਹੋਈ ਅਤੇ [[ਮੈਕਸੀਕੋ]] ਦਾ ਬਹੁਤ ਸਾਰਾ ਇਲਾਕਾ ਅਮਰੀਕਾ ਨੇ ਆਪਣੇ ਵਿੱਚ ਮਿਲਾ ਲਿਆ। ਅਮਰੀਕਾ ਦਾ ਸਾਰਾ ਪੱਛਮੀ ਕੰਢਾ ਅਤੇ ਦੱਖਣ-ਪੱਛਮੀ ਹਿੱਸਾ ਪਹਿਲਾਂ ਮੈਕਸੀਕੋ ਦਾ ਹਿੱਸਾ ਹੁੰਦਾ ਸੀ। ਇਸ ਜਿੱਤ ਨਾਲ ਅਮਰੀਕਾ ਇੱਕ ਅਹਿਮ ਸ਼ਕਤੀ ਵਜੋਂ ਉਭਰਿਆ। ਸੰਨ 1861 ਤੋਂ 1865 ਤਕ ਚੱਲੇ ਘਰੇਲੂ ਯੁੱਧ ਨੇ ਅਮਰੀਕਾ ਨੂੰ ਇੱਕ ਉਤਪਾਦਕ ਸ਼ਕਤੀ ਵਜੋਂ ਸਥਾਪਿਤ ਕਰਨ ਵਿੱਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ ਕਿਉਂਕਿ ਉਸ ਤੋਂ ਪਹਿਲਾਂ ਅਮਰੀਕਾ ਉਤਰੀ ਅਤੇ ਦੱਖਣੀ ਹਿੱਸਿਆਂ ਵਿੱਚ ਵੰਡਿਆ ਹੋਇਆ ਸੀ। ਉਤਰ ਵਿੱਚ ਲੱਗੇ ਕਾਰਖਾਨਿਆਂ ਵਿੱਚ ਕੰਮ ਕਰਨ ਲਈ ਕਿਰਤੀਆਂ ਦੀ ਘਾਟ ਸੀ। ਅਮਰੀਕਾ ਦੇ ਦੱਖਣੀ ਹਿੱਸੇ ਵਿੱਚ ਖੇਤੀਬਾੜੀ ਮੁੱਖ ਧੰਦਾ ਸੀ ਅਤੇ ਉੱਥੇ ਜ਼ਿਆਦਾਤਰ ਕਾਲੇ ਗੁਲਾਮ ਖੇਤੀਬਾੜੀ ਵਿੱਚ ਲੱਗੇ ਹੋਏ ਸਨ। ਇਸ ਘਰੇਲੂ ਯੁੱਧ ਵਿੱਚ ਦੱਖਣ ਹਾਰ ਗਿਆ ਅਤੇ ਉਤਰ ਜਿੱਤ ਗਿਆ। ਗੁਲਾਮ ਕਾਲੇ ਉਤਰੀ ਅਮਰੀਕਾ ਦੇ ਕਾਰਖਾਨਿਆਂ ਵਿੱਚ ਮਜ਼ਦੂਰੀ ਕਰਨ ਲਈ ਆਜ਼ਾਦ ਹੋ ਗਏ। ਇਸ ਤੋਂ ਬਾਅਦ ਅਮਰੀਕਾ ਦੁਨੀਆਂ ਦੀ ਇੱਕ ਮਹੱਤਵਪੂਰਨ ਉਤਪਾਦਕ ਸ਼ਕਤੀ ਬਣ ਗਿਆ।
==ਦੋ ਮਹਾਂ ਸ਼ਕਤੀਆਂ==
ਸੰਨ 1914 ਤੋਂ 1918 ਤਕ ਚੱਲੇ [[ਪਹਿਲੀ ਸੰਸਾਰ ਜੰਗ]] ਵਿੱਚ ਅਮਰੀਕਾ ਨੇ ਫੈਸਲਾਕੁੰਨ ਭੂਮਿਕਾ ਨਿਭਾਈ ਅਤੇ ਇੱਕ ਵੱਡੀ ਸ਼ਕਤੀ ਬਣ ਗਿਆ। ਸੰਨ 1939 ਤੋਂ 1945 ਤਕ ਚੱਲੇ [[ਦੂਜੀ ਸੰਸਾਰ ਜੰਗ]] ਤੋਂ ਬਾਅਦ ਅਮਰੀਕਾ ਸੰਸਾਰ ਦਾ ਸਭ ਤੋਂ ਸ਼ਕਤੀਸ਼ਾਲੀ ਦੇਸ਼ ਬਣ ਗਿਆ। ਇਸ ਯੁੱਧ ਤੋਂ ਬਾਅਦ ਸੰਸਾਰ ਦੋ ਗੁੱਟਾਂ ਵਿੱਚ ਵੰਡਿਆ ਗਿਆ। ਇੱਕ ਪਾਸੇ ਅਮਰੀਕਾ ਦੀ ਅਗਵਾਈ ਹੇਠ ਪੱਛਮੀ ਦੇਸ਼ਾਂ ਦਾ ਗੁੱਟ ਅਤੇ ਦੂਜੇ ਪਾਸੇ [[ਸੋਵੀਅਤ ਯੂਨੀਅਨ]] ਦੀ ਅਗਵਾਈ ਹੇਠ ਪੂਰਬੀ ਯੂਰਪੀ ਦੇਸ਼ਾਂ ਦਾ ਗੁੱਟ। ਸੰਨ 1946 ਤੋਂ 1991 ਤਕ ਦੇ ਸਮੇਂ ਨੂੰ ਅਸੀਂ [[ਸ਼ੀਤ ਯੁੱਧ]] ਦਾ ਸਮਾਂ ਕਹਿ ਸਕਦੇ ਹਾਂ ਕਿਉਂਕਿ ਭਾਵੇਂ ਦੋਵਾਂ ਗੁੱਟਾਂ ਵਿੱਚ ਖੁੱਲ੍ਹ ਕੇ ਲੜਾਈ ਨਹੀਂ ਹੋਈ ਪਰ ਦੋਵਾਂ ਵਿੱਚ ਵਿਚਾਰਧਾਰਕ, ਹਥਿਆਰਾਂ ਦੀ ਦੌੜ ਤੇ ਜਾਸੂਸੀ ਟਕਰਾਅ ਹੁੰਦਾ ਰਿਹਾ ਅਤੇ ਆਨੇ-ਬਹਾਨੇ ਪਰੋਕਸੀ ਲੜਾਈਆਂ ਹੁੰਦੀਆਂ ਰਹੀਆਂ।
==ਆਰਥਿਕ ਸੰਕਟ==
ਸਾਲ 1991 ਵਿੱਚ ਸੋਵੀਅਤ ਯੂਨੀਅਨ ਟੁੱਟ ਗਿਆ ਅਤੇ ਅਮਰੀਕਾ ਦੁਨੀਆਂ ਦੀ ਇੱਕੋ-ਇੱਕ ਮਹਾਂਸ਼ਕਤੀ ਬਣ ਗਿਆ। ਸਾਲ 1991 ਤੋਂ 2010 ਤਕ ਤਕਰੀਬਨ ਵੀਹ ਸਾਲ ਦਾ ਸਮਾਂ ਅਮਰੀਕੀ ਯੁੱਗ ਕਿਹਾ ਸਕਦਾ ਹੈ ਪਰ ਇੱਕੀਵੀਂ ਸਦੀ ਦੇ ਦੂਜੇ ਦਹਾਕੇ ਤਕ ਅਮਰੀਕਾ ਡੂੰਘੇ ਸੰਕਟਾਂ ਦਾ ਸ਼ਿਕਾਰ ਹੋ ਗਿਆ ਅਤੇ ਦੁਨੀਆਂ ਵਿੱਚ ਇੱਕੋ ਇੱਕ ਮਹਾਂਸ਼ਕਤੀ ਵਜੋਂ ਆਪਣੀ ਪ੍ਰਬਲਤਾ ਕਾਇਮ ਨਹੀਂ ਰੱਖ ਸਕਿਆ। ਇਹ ਸੰਕਟ ਸਿਰਫ਼ ਆਰਥਿਕ ਨਹੀਂ ਹੈ, ਭਾਵੇਂ ਇਹ ਮੁੱਖ ਤੌਰ ‘ਤੇ ਆਰਥਿਕ ਸੰਕਟ ਵਜੋਂ ਸਾਹਮਣੇ ਆਇਆ ਹੈ। ਇਹ ਸੰਕਟ ਵਿਆਪਕ ਹੈ ਜਿਸ ਵਿੱਚ ਸਮਾਜਿਕ, ਸੱਭਿਆਚਾਰਕ ਅਤੇ ਘੱਟ ਰਹੀ ਫ਼ੌਜੀ ਸ਼ਕਤੀ ਵਰਗੇ ਪੱਖ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਏਸ਼ੀਆ ਅਤੇ ਚੀਨ ਦੇ ਉਭਾਰ ਨੇ ਵੀ ਅਮਰੀਕਾ ਦੇ ਦੁਨੀਆਂ ਦੀ ਇੱਕੋ-ਇਕ ਮਹਾਂਸ਼ਕਤੀ ਵਜੋਂ ਵਜੂਦ ਨੂੰ ਖ਼ਤਮ ਕਰਨ ਵਿੱਚ ਬਹੁਤ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ ਹੈ। ਬੀਤੇ ਸਾਲ ਵਿੱਚ ਅਮਲੀ ਤੌਰ ‘ਤੇ [[ਚੀਨ]] ਦੀ ਆਰਥਿਕਤਾ ਅਮਰੀਕਾ ਨਾਲੋਂ ਅੱਗੇ ਨਿਕਲ ਗਈ। ਇਸ ਲਈ ਸਾਲ 2010 ਨੂੰ ਅਮਰੀਕੀ ਯੁੱਗ ਦੇ ਅੰਤ ਦਾ ਸਮਾਂ ਕਹਿ ਸਕਦੇ ਹਾਂ। ਸਾਰੇ ਕੌਮਾਂਤਰੀ ਰੁਝਾਨ ਇਹ ਹੀ ਸੰਕੇਤ ਦੇ ਰਹੇ ਹਨ ਕਿ ਤੁਲਨਾਤਮਕ ਤੌਰ ‘ਤੇ ਅਮਰੀਕਾ ਦੀ ਸ਼ਕਤੀ ਘਟੀ ਜਾਏਗੀ। ਅਮਰੀਕਾ ਦਾ ਸੰਸਾਰ ਦੀ ਇੱਕੋ-ਇੱਕ ਮਹਾਂਸ਼ਕਤੀ ਵਜੋਂ ਸਥਾਨ ਤਾਂ ਸਦਾ ਲਈ ਖੁੱਸ ਗਿਆ ਹੈ। ਸਮੁੱਚੇ ਤੌਰ ‘ਤੇ ਅਮਰੀਕਾ ਦੀ ਸ਼ਕਤੀ ਅਤੇ ਰਸੂਖ ਘਟਦੇ ਜਾਣਗ

ਅਮਰੀਕਾ ਵਿੱਚ ਸਾਰੀਆਂ ਚੋਣਾਂ ਨਵੰਬਰ ਮਹੀਨੇ ਹੁੰਦੀਆਂ ਹਨ। ਅਖ਼ਬਾਰਾਂ ਵਿੱਚ ਸਰਕਾਰੀ ਇਸ਼ਤਿਹਾਰ ਬਹੁਤ ਹੀ ਘੱਟ ਆਉਂਦੇ ਹਨ। ਕੋਈ ਨੀਂਹ ਪੱਥਰ ਰੱਖਦਾ ਹੈ ਅਤੇ ਨਾ ਹੀ ਕੋਈ ਉਦਘਾਟਨ ਕਰਦਾ ਹੈ। ਇਹ ਲੋਕ ਸਮਾਂ ਬਰਬਾਦ ਨਹੀਂ ਕਰਦੇ ਅਤੇ ਨਾ ਹੀ ਇਸ਼ਤਿਹਾਰਬਾਜ਼ੀ ’ਤੇ ਪੈਸਾ ਖ਼ਰਚ ਕਰਦੇ ਹਨ। ਰਾਸ਼ਟਰਪਤੀ ਦੀ ਚੋਣ ਸਿੱਧੀ ਹੁੰਦੀ ਹੈ ਅਤੇ ਹੁੰਦੀ ਵੀ ਚਾਰ ਸਾਲ ਲਈ ਹੈ। ਉਹ ਸਾਰੀਆਂ ਸ਼ਕਤੀਆਂ ਜੋ ਸਾਡੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਕੋਲ ਹਨ, ਉਹ ਰਾਸ਼ਟਰਪਤੀ ਕੋਲ ਹਨ। ਸਿੱਧੀ ਚੋਣ ਹੋਣ ਕਰਕੇ ਰਾਸ਼ਟਰਪਤੀ ਨੂੰ ਸਾਰੇ ਸੂਬਿਆਂ ਦਾ ਧਿਆਨ ਰੱਖਣਾ ਪੈਂਦਾ ਹੈ। ਰਾਸ਼ਟਰਪਤੀ ਨੂੰ ਵੀਟੋ ਦਾ ਅਧਿਕਾਰ ਹੈ ਭਾਵ ਜੇ ਸੈਨੇਟ ਕੋਈ ਬਿੱਲ ਪਾਸ ਕਰ ਦੇਵੇ ਤਾਂ ਰਾਸ਼ਟਰਪਤੀ ਉਸ ਨੂੰ ਰੋਕ ਸਕਦਾ ਹੈ ਪਰ ਜੇ ਉਹ ਬਿੱਲ ਮੁੜ ਪਾਸ ਹੋ ਜਾਵੇ ਤਾਂ ਉਸ ਨੂੰ ਮੁੜ ਵੀਟੋ ਨਹੀਂ ਕਰ ਸਕਦਾ। ਸੰਵਿਧਾਨ ਵਿੱਚ ਸੋਧ ਕਰਨ ਲਈ ਲੋਕਾਂ ਕੋਲੋਂ ਵੋਟਾਂ ਪੁਆ ਕੇ ਪੁਸ਼ਟੀ ਕਰਵਾਈ ਜਾਂਦੀ ਹੈ। ਹੈ। ਅਮਰੀਕਾ ਵਿੱਚ ਕਿਸੇ ਵੀ ਮੈਂਬਰ ਨੂੰ ਨਾਮਜ਼ਦ ਕਰਨ ਦੀ ਕੋਈ ਵਿਵਸਥਾ ਨਹੀਂ ਹੈ। ਅਮਰੀਕਾ ਵਿੱਚ ਵੀ ਦੋ ਹਾਊਸ ਹਨ। ਇੱਕ ਸੈਨੇਟ ਅਤੇ ਦੂਜਾ ਹਾਊਸ ਆਫ਼ ਰਿਪਰੀਜੈਨਟੇਟਿਵ, ਜਿਸਨੂੰ ਆਮ ਤੌਰ ’ਤੇ ਕਾਂਗਰਸ ਕਹਿ ਦਿੰਦੇ ਹਨ। ਅਮਰੀਕਾ ਦੇ 50 ਸੂਬੇ ਹਨ। ਸੈਨੇਟ ਵਿੱਚ ਹਰ ਸੂਬੇ ਦੀਆਂ 2 ਸੀਟਾਂ ਹਨ ਅਤੇ ਇੰਜ ਸੈਨੇਟ ਦੀਆਂ ਕੁੱਲ 100 ਸੀਟਾਂ ਹਨ। ਸੈਨੇਟਰ ਲੋਕਾਂ ਦੁਆਰਾ ਚੁਣੇ ਜਾਂਦੇ ਹਨ। ਕਾਂਗਰਸ ਦੇ ਮੈਂਬਰਾਂ ਦੀ ਗਿਣਤੀ ਅਬਾਦੀ ਅਨੁਸਾਰ ਹੁੰਦੀ ਹੈ। ਇਸ ਸਮੇਂ ਇਸ ਦੀ ਗਿਣਤੀ 435 ਹੈ। ਇਸ ਦੇ ਮੈਂਬਰਾਂ ਨੂੰ ਕਾਂਗਰਸਮੈੱਨ ਕਿਹਾ ਜਾਂਦਾ ਹੈ। ਕੋਵੀ ਵੀ ਬਿੱਲ ਦਾ ਦੋਵਾਂ ਹਾਊਸਾਂ ਵਿੱਚੋਂ ਪਾਸ ਹੋਣਾ ਜ਼ਰੂਰੀ ਹੈ। ਅਮਰੀਕਾ ਵਿੱਚ ਸੈਨੇਟਰ ਤੇ ਕਾਂਗਰਸਮੈੱਨ ਮੰਤਰੀ ਨਹੀਂ ਬਣ ਸਕਦੇ। ਰਾਸ਼ਟਰਪਤੀ ਆਪਣੀ ਮਰਜ਼ੀ ਨਾਲ ਜਿਸ ਸ਼ਹਿਰੀ ਨੂੰ ਚਾਹੇ ਮੰਤਰੀ ਨਾਮਜ਼ਦ ਕਰ ਸਕਦਾ ਹੈ, ਜਿਸ ਨੂੰ ‘ਸੈਕਟਰੀ ਆਫ਼ ਸਟੇਟ’ ਕਿਹਾ ਜਾਂਦਾ ਹੈ। ਆਮ ਤੌਰ ’ਤੇ ਮੰਤਰੀ ਸਬੰਧਤ ਵਿਭਾਗ ਨਾਲ ਜੁੜੇ ਵਿਅਕਤੀ ਨੂੰ ਚੁਣਿਆ ਜਾਂਦਾ ਹੈ। ਚੋਣ ਭਾਵੇਂ ਰਾਸ਼ਟਰਪਤੀ, ਗਵਰਨਰ ਜਾਂ ਸੈਨੇਟ ਤੇ ਮੇਅਰ ਦੀ ਹੋਵੇ; ਮਈ/ਜੂਨ ਮਹੀਨੇ ਵਿੱਚ ਉਸ ਪਾਰਟੀ ਦੇ ਮੈਂਬਰ ਆਪਸ ਵਿੱਚ ਚੋਣ ਲੜਦੇ ਹਨ, ਜਿਸ ਨੂੰ ਪ੍ਰਾਇਮਰੀ ਕਿਹਾ ਜਾਂਦਾ ਹੈ। ਇਹ ਚੋਣ ਵੀ ਆਮ ਚੋਣਾਂ ਦੀ ਤਰ੍ਹਾਂ ਚੋਣ ਕਮਿਸ਼ਨ ਕਰਵਾਉਂਦਾ ਹੈ। ਪ੍ਰਾਇਮਰੀ ਚੋਣ ਵਿੱਚ ਜਿੱਤਣ ਵਾਲੇ ਹੀ ਨਵੰਬਰ ਵਿੱਚ ਹੋਣ ਵਾਲੀ ਚੋਣ ਲੜ ਸਕਦੇ ਹਨ। ਅਮਰੀਕਾ ਵਿੱਚ ਚੋਣ ਮੁੱਦਿਆਂ ’ਤੇ ਅਧਾਰਿਤ ਹੁੰਦੀ ਹੈ। ਵੱਡੇ-ਵੱਡੇ ਇਕੱਠਾਂ ਵਿੱਚ ਵਿਰੋਧੀ ਅਤੇ ਸੱਤਾਧਾਰੀ ਇੱਕ ਸਟੇਜ ’ਤੇ ਬਹਿਸ ਕਰਦੇ ਹਨ। ਮੀਡੀਆ ਤੋਂ ਇਲਾਵਾ ਉੱਥੇ ਹਾਜ਼ਰ ਲੋਕ ਸੁਆਲ ਪੁੱਛਦੇ ਹਨ। ਰਾਸ਼ਟਰਪਤੀ ਦੀ ਚੋਣ ਸਮੇਂ ਉਮੀਦਵਾਰ ਇੱਕੋ ਮੰਚ ’ਤੇ ਖਲੋਅ ਕੇ ਪੱਤਰਕਾਰਾਂ ਦੇ ਜੁਆਬ ਦਿੰਦੇ ਹਨ। ਬਹਿਸ ਉਸਾਰੂ ਹੁੰਦੀ ਹੈ। ਸਾਰਾ ਅਮਰੀਕਾ ਇਨ੍ਹਾਂ ਬਹਿਸਾਂ ਨੂੰ ਸੁਣ ਕੇ ਮਨ ਬਣਾਉਂਦਾ ਹੈ ਕਿ ਵੋਟ ਕਿਸ ਨੂੰ ਪਾਉਣੀ ਹੈ। ਘਟੀਆ ਕਿਸਮ ਦੀ ਦੂਸ਼ਣਬਾਜ਼ੀ ਨਹੀਂ ਹੁੰਦੀ।
ਅਮਰੀਕਾ ਵਿੱਚ ਭਾਵੇਂ ਰਾਸ਼ਟਰਪਤੀ ਪਾਸ ਨੈਸ਼ਨਲ ਸਿਕਿਊਰਟੀ ਗਾਰਡ ਹਨ ਪਰ ਅਮਨ-ਕਾਨੂੰਨ ਦੀ ਰੱਖਿਆ ਲਈ ਅਮਰੀਕੀ ਫ਼ੌਜ ਦੀ ਵਰਤੋਂ ਦੀ ਮਨਾਹੀ ਹੈ। ਕੁਝ ਬਹੁਕੌਮੀ ਕੰਪਨੀਆਂ ਅਮਰੀਕਾ ਦੇ ਪ੍ਰਬੰਧ ਨੂੰ ਚਲਾ ਰਹੀਆਂ ਹਨ।
==ਗਵਰਨਰ==
ਰਾਜ ਪੱਧਰ ’ਤੇ ਸੂਬੇ ਦਾ ਮੁਖੀ ਗਵਰਨਰ ਹੁੰਦਾ ਹੈ, ਜਿਸਦੀ ਅਹੁਦੇ ਦੀ ਮਿਆਦ ਚਾਰ ਸਾਲ ਹੁੰਦੀ ਹੈ। ਉਸ ਦੀ ਚੋਣ ਸਿੱਧੀ ਹੁੰਦੀ ਹੈ। ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਤੀਜੀ ਵਾਰ ਗਵਰਨਰ ਨਹੀਂ ਬਣ ਸਕਦਾ। ਸਿੱਧੀ ਚੋਣ ਹੋਣ ਕਰਕੇ ਗਵਰਨਰ ਨੂੰ ਹਰ ਵੋਟਰ ਪਾਸ ਜਾਣਾ ਪੈਂਦਾ ਹੈ ਅਤੇ ਉਸ ਨੂੰ ਸਾਰੇ ਸੂਬੇ ਦਾ ਧਿਆਨ ਰੱਖਣਾ ਪੈਂਦਾ ਹੈ। ਜੇ ਲੋਕ ਚਾਹੁਣ ਤਾਂ ਗਵਰਨਰ ਨੂੰ ਵਾਪਸ ਵੀ ਬੁਲਾ ਸਕਦੇ ਹਨ ਪਰ ਇਸ ਲਈ ਵੋਟਰਾਂ ਦੀ ਖ਼ਾਸ ਗਿਣਤੀ ਚਾਹੀਦੀ ਹੈ। ਇੱਥੇ ਵੀ ਦੋ ਹਾਊਸ ਹੁੰਦੇ ਹਨ। ਰਾਸ਼ਟਰਪਤੀ ਵਾਂਗ ਗਵਰਨਰ ਆਪਣੀ ਮਰਜ਼ੀ ਦੇ ਮੰਤਰੀ ਰੱਖਦਾ ਹੈ। ਅਮਰੀਕਾ ਵਿੱਚ ਹਰ ਸੂਬੇ ਦਾ ਆਪਣਾ ਝੰਡਾ, ਪੰਛੀ, ਫੁੱਲ, ਸੈਂਸਰ ਬੋਰਡ ਅਤੇ ਕਾਨੂੰਨ ਆਦਿ ਹਨ। ਹਰ ਸੂਬਾ ਆਜ਼ਾਦ ਹੈ। ਹਰ ਸੂਬੇ ਦੇ ਆਪਣੇ ਟਰੈਫ਼ਿਕ ਨਿਯਮ ਹਨ। ਇੱਥੇ ਸਹੀ ਅਰਥਾਂ ਵਿੱਚ ਪੰਚਾਇਤੀ ਰਾਜ ਹੈ। ਮਿਉਂਸਿਪਲ ਕਮੇਟੀਆਂ ਪੂਰੀ ਤਰ੍ਹਾਂ ਆਜ਼ਾਦ ਹਨ। ਹਰ ਸ਼ਹਿਰ ਦੀ ਆਪਣੀ ਪੁਲੀਸ ਹੈ।
==ਸਕੂਲ ਅਤੇ ਹੋਰ ਪ੍ਰਬੰਧ==
