ਲਿਓ ਨੇ ਸਾਹਿਤਕ ਹਲਕਿਆਂ ਵਿੱਚ ਆਪਣੀ ਸਾਹਿਤਕ ਆਲੋਚਨਾ ਨਾਲ ਪ੍ਰਸਿੱਧੀ ਹਾਸਲ ਕੀਤੀ ਅਤੇ ਜਲਦ ਹੀ ਉਹ ਕਈ ਵਿਦੇਸ਼ੀ ਯੂਨੀਵਰਸਿਟੀਆਂ ਵਿੱਚ ਇੱਕ ਵਿਜਟਿੰਗ ਸਕਾਲਰ ਬਣ ਗਏ। 1989 ਦੇ ਤਿਆਨਮਿਨ ਸੰਘਰਸ਼ ਲਈ ਉਹ ਚੀਨ ਪਰਤ ਆਏ ਅਤੇ ਲੋਕਤੰਤਰ ਅਤੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਲਹਿਰ ਵਿੱਚ ਉਸਦੀ ਸ਼ਮੂਲੀਅਤ ਕਰਕੇ 1989 ਤੋਂ 1991 ਤੱਕ ਪਹਿਲੀ ਵਾਰ ਉਸਨੂੰ ਕੈਦ ਕੀਤਾ ਗਿਆ ਸੀ। ਫਿਰ 1995 ਤੋਂ 1996 ਤਕ ਅਤੇ 1996 ਤੋਂ 1999 ਤੱਕ ਉਹ ਤੀਜੀ ਵਾਰ ਕੈਦ ਕੀਤਾ ਗਿਆ ਸੀ। ਉਹ 2003 ਤੋਂ 2007 ਤਕ ਉਸਨੇ ਸੁਤੰਤਰ ਚੀਨੀ [[ਪੈੱਨ ਇੰਟਰਨੈਸ਼ਨਲ|ਪੈਨ]] ਸੈਂਟਰ ਦੇ ਪ੍ਰਧਾਨ ਵਜੋਂ ਸੇਵਾ ਨਿਭਾਈ। 1990 ਵਿਆਂ ਦੇ ਅੱਧ ਤੋਂ ਬਾਅਦ ਉਹ ਮਿਨਜ਼ੂ ਜ਼ੋਂਗੂਗੋ (ਡੈਮੋਕਰੈਟਿਕ ਚਾਈਨਾ) ਰਸਾਲੇ ਦਾ ਪ੍ਰਧਾਨ ਵੀ ਰਿਹਾ। 8 ਦਸੰਬਰ 2008 ਨੂੰ, ਚਾਰਟਰ 08 ਮੈਨੀਫੈਸਟੋ ਨਾਲ ਆਪਣੀ ਭਾਗੀਦਾਰੀ ਦੇ ਕਾਰਨ ਲਿਓ ਨੂੰ ਹਿਰਾਸਤ ਵਿਚ ਲਿਆ ਗਿਆ ਸੀ। ਉਸ ਨੂੰ ਰਸਮੀ ਤੌਰ ਤੇ 23 ਜੂਨ 2009 ਨੂੰ  "ਰਾਜ ਸ਼ਕਤੀ ਦੀ ਉਲੰਘਣਾਂ ਨੂੰ ਭੜਕਾਉਣ" ਦੇ ਸ਼ੰਕੇ ਤੇ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਗਿਆ ਸੀ।23 ਦਸੰਬਰ 2009 ਨੂੰ ਉਸ ਤੇ ਇਨ੍ਹਾਂ ਦੋਸ਼ਾਂ ਤੇ ਹੀ ਮੁਕੱਦਮਾ ਚਲਾਇਆ ਗਿਆ,<ref name="AutoLH-4" /><ref name="chnrev" /> ਅਤੇ 25 ਦਸੰਬਰ 2009 ਨੂੰ ਗਿਆਰ੍ਹਾਂ ਸਾਲ ਦੀ ਕੈਦ <ref name="canyu" />ਅਤੇ ਦੋ ਸਾਲਾਂ ਲਈ ਰਾਜਨੀਤਿਕ ਅਧਿਕਾਰਾਂ ਦੀ ਕਟੌਤੀ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ।<ref name="judg" />
