ਯੂ.ਐਨ.ਏ.ਐਸ.ਯੂ.ਆਰ ਦੀ ਇੱਕ ਮਹੱਤਵਪੂਰਣ ਕੰਮਕਾਜੀ ਹਾਲਾਤ ਇਹ ਹੈ ਕਿ ਪਹਿਲੇ ਪੜਾਅ ਵਿੱਚ ਕੋਈ ਵੀ ਨਵੀਂ ਸੰਸਥਾਵਾਂ ਨਹੀਂ ਬਣਾਈਆਂ ਜਾਣਗੀਆਂ, ਤਾਂ ਜੋ ਨੌਕਰਸ਼ਾਹੀ ਵਿੱਚ ਵਾਧਾ ਨਾ ਕੀਤਾ ਜਾ ਸਕੇ ਅਤੇ ਕਮਿਊਨਿਟੀ ਪੁਰਾਣੇ ਵਪਾਰਕ ਧੜਿਆਂ ਦੇ ਮੌਜੂਦਾ ਸੰਸਥਾਨਾਂ ਦੀ ਵਰਤੋਂ ਕਰੇਗੀ।

ਹਰੇਕ ਮੈਂਬਰ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਦੇ ਕੋਲ ਇੱਕ ਸਾਲਾਨਾ ਬੈਠਕ ਹੋਵੇਗੀ, ਜੋ ਚੋਟੀ ਦੇ ਸਿਆਸੀ ਆਦੇਸ਼ ਹੋਣਗੇ।
ਪਹਿਲੀ ਮੀਟਿੰਗ 29 ਅਤੇ 30 ਸਤੰਬਰ 2005 ਨੂੰ ਬਰਾਸੀਲੀਆ ਵਿੱਚ ਕੀਤੀ ਗਈ ਸੀ। ਦੂਸਰੀ ਮੀਟਿੰਗ 8 ਅਤੇ 9 ਦਸੰਬਰ 2006 ਨੂੰ ਬੋਲੀਵੀਆ ਦੇ ਕੋਕੈਬੰਬੋ ਵਿੱਚ ਹੋਈ ਸੀ.
ਤੀਜੀ ਮੀਟਿੰਗ ਬ੍ਰੈਸੀਲਿਆ ਵਿਚ ਕੀਤੀ ਗਈ ਸੀ - ਇਹ ਮੀਟਿੰਗ ਭਾਰਤ ਵਿਚ ਹੋਣੀ ਚਾਹੀਦੀ ਸੀ (ਕੋਲੰਬੀਆ), ਪਰ ਇਕਵਾਡੋਰ, ਕੋਲੰਬੀਆ ਅਤੇ ਵੈਨਜ਼ੂਏਲਾ ਵਿਚਕਾਰ ਤਣਾਅ ਕਾਰਨ ਇਸ ਨੂੰ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ।
