ਰਮੇਸ਼ ਚੰਦਰ ਦੱਤ, (ਬੰਗਾਲੀ: রমেশচন্দ্র দত্ত) ਇਤਿਹਾਸਕਾਰ, ਅਰਥਸ਼ਾਸਤਰੀ, ਭਾਸ਼ਾ ਵਿਗਿਆਨੀ, ਸਿਵਲ ਸਰਵੈਂਟ, ਸਿਆਸਤਦਾਨ ਅਤੇ ਰਮਾਇਣ ਤੇ ਮਹਾਭਾਰਤ ਦੇ ਅਨੁਵਾਦਕ ਸਨ। ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦ ਦੇ ਅਗਵਾਨੂੰਆਂ ਵਿੱਚੋਂ ਇੱਕ ਰਮੇਸ਼ ਚੰਦਰ ਦੱਤ ਦਾ ਆਰਥਕ ਵਿਚਾਰਾਂ ਦੇ ਇਤਿਹਾਸ ਵਿੱਚ ਪ੍ਰਮੁੱਖ ਸਥਾਨ ਹੈ। ਦਾਦਾਭਾਈ ਨੌਰੋਜੀ ਅਤੇ ਮੇਜਰ ਬੀ.ਡੀ ਬਸੁ ਦੇ ਨਾਲ ਦੱਤ ਤੀਸਰੇ ਆਰਥਕ ਚਿੰਤਕ ਸਨ ਜਿਹਨਾਂ ਨੇ ਉਪਨਿਵੇਸ਼ਿਕ ਸ਼ਾਸਨ ਦੇ ਤਹਿਤ ਭਾਰਤੀ ਮਾਲੀ ਹਾਲਤ ਨੂੰ ਹੋਏ ਨੁਕਸਾਨ ਦੇ ਪ੍ਰਮਾਣਿਕ ਤੱਥ ਪੇਸ਼ ਕੀਤੇ ਅਤੇ ਪ੍ਰਸਿੱਧ ‘ਡਰੇਨ ਸਿਧਾਂਤ’ ਦਾ ਪ੍ਰਤੀਪਾਦਨ ਕੀਤਾ। ਇਸ ਦਾ ਮਤਲਬ ਇਹ ਸੀ ਕਿ ਅੰਗਰੇਜ਼ ਆਪਣੇ ਲਾਭ ਲਈ ਲਗਾਤਾਰ ਨਿਰਿਆਤ ਥੋਪਣ ਅਤੇ ਬੇਲੋੜੇ ਟੈਕਸ ਵਸੂਲਣ ਦੇ ਜਰੀਏ ਭਾਰਤੀ ਮਾਲੀ ਹਾਲਤ ਨੂੰ ਨਿਚੋੜ ਰਹੇ ਸਨ।
