ਓਟੋ ਜੈਸਪਰਸਨ ਦਾ ਜਨਮ ਜੱਟਲੈਂਡ ਦੇ ਰੈਂਡਰਜ਼ ਵਿੱਚ ਹੋਇਆ। ਉਹ ਡੈਨਿਸ਼ ਭਾਸ਼ਾ ਵਿਗਿਆਨੀ ਰਸਮੁਸ ਰਾਸਕ ਤੋਂ ਪ੍ਰੇਰਿਤ ਸੀ ਅਤੇ ਰਾਸਕ ਦੇ ਵਿਆਕਰਨ ਦੀ ਮਦਦ ਨਾਲ ਉਸਨੇ ਕੁਝ ਆਈਸਲੈਂਡਿਕ, ਇਟਾਲੀਅਨ ਅਤੇ ਸਪੈਨਿਸ਼ ਨੂੰ ਸਿੱਖੀ।[1] 17 ਸਾਲ ਦੀ ਉਮਰ ਸਮੇਂ 1877 ਵਿੱਚ ਉਹ ਕਾਨੂੰਨ ਦੀ ਪੜ੍ਹਾ ਕਰਨ ਲ ਕੋਪਨਹੈਗਨ ਯੂਨੀਵਰਸਿਟੀ ਵਿੱਚ ਦਾਖ਼ਲ ਹੋਇਆ ਪਰ ਭਾਸ਼ਾ ਅਧਿਐਨ ਨੂੰ ਨਹੀਂ ਭੁੱਲਿਆ। 1881 ਵਿੱਚ, ਉਸਨੇ ਆਪਣਾ ਪੂਰਾ ਧਿਆਨ ਭਾਸ਼ਾਵਾਂ ਦੇ ਅਧਿਐਨ ਵਿੱਚ ਲਾਉਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਅਤੇ 1887 ਵਿੱਚ ਫ੍ਰੈਂਚ ਵਿੱਚ ਮਾਸਟਰ ਡਿਗਰੀ ਕੀਤੀ, ਨਾਲ ਦੀ ਨਾਲ ਅੰਗਰੇਜ਼ੀ ਅਤੇ ਲਾਤੀਨੀ ਦਾ ਵੀ ਸੈਕੰਡਰੀ ਭਾਸ਼ਾਵਾਂ ਦੇ ਤੌਰ 'ਤੇ ਅਧਿਐਨ ਕੀਤਾ।[2] ਉਸ ਨੇ ਆਪਣੀ ਪੜ੍ਹਾਈ ਦੌਰਾਨ ਸਕੂਲ ਅਧਿਆਪਕ ਅਤੇ ਡੈਨਮਾਰਕ ਸੰਸਦ ਦੇ ਇੱਕ ਲਘੂ ਪੱਤਰਕਾਰ ਦੇ ਤੌਰ 'ਤੇ ਪਾਰਟ-ਟਾਈਮ ਕੰਮ ਕੀਤਾ। 1887-1888 ਵਿੱਚ ਉਸਨੇ ਹੈਨਰੀ ਸਵੀਟ ਅਤੇ ਪਾਲ ਪਾਸੀ ਵਰਗੇ ਭਾਸ਼ਾ ਵਿਗਿਆਨੀਆਂ ਨਾਲ ਇੰਗਲੈਂਡ, ਜਰਮਨੀ ਅਤੇ ਫਰਾਂਸ ਦੀ ਯਾਤਰਾ ਕੀਤੀ ਜੋ ਆਕਸਫੋਰਡ ਯੂਨੀਵਰਸਿਟੀ ਵਰਗੀਆਂ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਭਾਸ਼ਣ ਦੇਣ ਜਾਂਦੇ ਸਨ। ਆਪਣੇ ਸਲਾਹਕਾਰ ਵਿਲਹੈਲਮ ਥੌਸਮਨ ਦੀ ਸਲਾਹ ਤੇ ਉਹ ਅਗਸਤ 1888 ਵਿੱਚ ਕੋਪਨਹੈਗਨ ਵਾਪਸ ਆ ਗਿਆ ਅਤੇ ਉਸਨੇ ਅੰਗਰੇਜ਼ੀ ਭਾਸ਼ਾ ਤੇ ਡਾਕਟਰੇਟ ਕਰਨੀ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਜੋ ਉਸ ਨੇ 18 91 ਵਿਚ ਪੂਰੀ ਕੀਤੀ।

ਜੈਸਪਰਸਨ ਕਾਪਨਹੇਗ ਯੂਨੀਵਰਸਿਟੀ ਵਿੱਚ 1893 ਤੋਂ 1925 ਤੱਕ ਅੰਗਰੇਜ਼ੀ ਦਾ ਪ੍ਰੋਫੈਸਰ ਰਿਹਾ।  ਉਸ ਦਾ ਮੁਢਲਾ ਕੰਮ ਭਾਸ਼ਾ ਸਿੱਖਣ ਕਲਾ, ਸੁਧਾਰਾਂ ਅਤੇ ਧੁਨੀ ਵਿਗਿਆਨ ਤੇ ਕੇਂਦਰਿਤ ਸੀ ਪਰ ਉਸ ਦੀ ਪਛਾਣ ਭਾਸ਼ਾ ਦੇ ਵਿਕਾਸ ਅਤੇ ਵਾਕ ਵਿਗਿਆਨ ਦੇ ਵਿਸ਼ੇਸ਼ਗ ਦੇ ਤੌਰ ਤੇ ਬਣੀ। ਉਹ ਕੁਝ ਕਿਤਾਬਾਂ ਕਰਕੇ ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਜਾਣਿਆ ਜਾਂਦਾ ਹੈ ਜਿਵੇਂ Language: Its Nature, Development and Origin (1922) ਨੂੰ ਬਹੁਤ ਸਾਰੇ ਲੋਕਾਂ ਦੁਆਰਾ ਉਹਨਾਂ ਦੀ ਸਭ ਤੋਂ ਬੇਹਤਰੀਨ ਰਚਨਾ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ।[2] Modern English Grammar on Historical Principles (1909–1949), ਅਰਥ ਵਿਗਿਆਨ ਅਤੇ ਵਾਕ ਵਿਗਿਆਨ ਉੱਤੇ ਕੇਂਦਰਤ ਹੈ। Growth and Structure of the English Language (1905)ਅੰਗਰੇਜ਼ੀ ਦੇ ਵਿਕਾਸ ਨਾਲ ਸੰਬੰਧਿਤ ਹੈ।
