ਬਿਹਾਰੀ ਭਾਸ਼ਾਵਾਂ

ਪੂਰਬੀ ਹਿੰਦ-ਆਰੀਅਨ ਭਾਸ਼ਾਵਾਂ ਦਾ ਇੱਕ ਨਿਸ਼ਚਿਤ ਸਮੂਹ ਹੈ ਜੋ ਮੁੱਖ ਤੌਰ 'ਤੇ ਬਿਹਾਰ ਅਤੇ ਉਸਦੇ ਗੁਆਂਢੀ ਸੂਬਿਆਂ 'ਚ ਬੋ

ਬਿਹਾਰੀ ਇੰਡੋ-ਆਰੀਅਨ ਭਾਸ਼ਾਵਾਂ ਦਾ ਇੱਕ ਸਮੂਹ ਹੈ।[1][2] ਬਿਹਾਰੀ ਭਾਸ਼ਾਵਾਂ ਮੁੱਖ ਤੌਰ 'ਤੇ ਭਾਰਤੀ ਰਾਜਾਂ ਬਿਹਾਰ, ਝਾਰਖੰਡ, ਪੱਛਮੀ ਬੰਗਾਲ ਅਤੇ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਅਤੇ ਨੇਪਾਲ ਵਿੱਚ ਵੀ ਬੋਲੀਆਂ ਜਾਂਦੀਆਂ ਹਨ।[3][4] ਬਿਹਾਰੀ ਸਮੂਹ ਦੀਆਂ ਸਭ ਤੋਂ ਵੱਧ ਬੋਲੀਆਂ ਜਾਣ ਵਾਲੀਆਂ ਭਾਸ਼ਾਵਾਂ ਭੋਜਪੁਰੀ, ਮਾਘੀ ਅਤੇ ਮੈਥਿਲੀ ਹਨ।

ਇਹਨਾਂ ਭਾਸ਼ਾਵਾਂ ਦੇ ਬੋਲਣ ਵਾਲਿਆਂ ਦੀ ਵੱਡੀ ਗਿਣਤੀ ਦੇ ਬਾਵਜੂਦ, ਭਾਰਤ ਵਿੱਚ ਸਿਰਫ਼ ਮੈਥਿਲੀ ਨੂੰ ਸੰਵਿਧਾਨਕ ਤੌਰ 'ਤੇ ਮਾਨਤਾ ਦਿੱਤੀ ਗਈ ਹੈ, ਜਿਸ ਨੇ 2003 (2004 ਵਿੱਚ ਮਨਜ਼ੂਰੀ ਪ੍ਰਾਪਤ ਕਰਨ) ਦੇ ਭਾਰਤ ਦੇ ਸੰਵਿਧਾਨ ਵਿੱਚ 92ਵੀਂ ਸੋਧ ਦੁਆਰਾ ਸੰਵਿਧਾਨਕ ਦਰਜਾ ਪ੍ਰਾਪਤ ਕੀਤਾ।[5] ਮੈਥਿਲੀ ਅਤੇ ਭੋਜਪੁਰੀ ਦੋਵਾਂ ਨੂੰ ਨੇਪਾਲ ਵਿੱਚ ਸੰਵਿਧਾਨਕ ਮਾਨਤਾ ਹੈ।[6] ਭੋਜਪੁਰੀ ਫਿਜੀ ਵਿੱਚ ਫਿਜੀ ਬਾਤ ਵਜੋਂ ਵੀ ਅਧਿਕਾਰਤ ਹੈ। ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਦੀ 8ਵੀਂ ਸ਼ਡਿਊਲ ਵਿੱਚ ਭੋਜਪੁਰੀ ਨੂੰ ਸ਼ਾਮਲ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।

ਬਿਹਾਰ ਵਿੱਚ, ਹਿੰਦੀ ਵਿਦਿਅਕ ਅਤੇ ਸਰਕਾਰੀ ਮਾਮਲਿਆਂ ਲਈ ਵਰਤੀ ਜਾਂਦੀ ਭਾਸ਼ਾ ਹੈ।[7] 1961 ਦੀ ਮਰਦਮਸ਼ੁਮਾਰੀ ਵਿੱਚ ਇਹਨਾਂ ਭਾਸ਼ਾਵਾਂ ਨੂੰ ਕਾਨੂੰਨੀ ਤੌਰ 'ਤੇ ਹਿੰਦੀ ਦੇ ਪ੍ਰਮੁੱਖ ਲੇਬਲ ਦੇ ਤਹਿਤ ਲੀਨ ਕੀਤਾ ਗਿਆ ਸੀ। ਅਜਿਹੀ ਰਾਜ ਅਤੇ ਰਾਸ਼ਟਰੀ ਰਾਜਨੀਤੀ ਭਾਸ਼ਾ ਨੂੰ ਖ਼ਤਰੇ ਦੇ ਹਾਲਾਤ ਪੈਦਾ ਕਰ ਰਹੀ ਹੈ।[8] ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਬਿਹਾਰ ਰਾਜ ਭਾਸ਼ਾ ਐਕਟ, 1950 ਦੁਆਰਾ ਹਿੰਦੀ ਨੂੰ ਇਕਮਾਤਰ ਅਧਿਕਾਰਤ ਦਰਜਾ ਦਿੱਤਾ ਗਿਆ ਸੀ।[9] 1981 ਵਿੱਚ ਜਦੋਂ ਉਰਦੂ ਨੂੰ ਦੂਜੀ ਸਰਕਾਰੀ ਭਾਸ਼ਾ ਦਾ ਦਰਜਾ ਦਿੱਤਾ ਗਿਆ ਤਾਂ ਹਿੰਦੀ ਨੂੰ ਬਿਹਾਰ ਦੀ ਇੱਕੋ ਇੱਕ ਸਰਕਾਰੀ ਭਾਸ਼ਾ ਵਜੋਂ ਉਜਾੜ ਦਿੱਤਾ ਗਿਆ।[10]

ਬੁਲਾਰੇ ਸੋਧੋ

ਬਿਹਾਰੀ ਭਾਸ਼ਾਵਾਂ ਦੇ ਬੋਲਣ ਵਾਲਿਆਂ ਦੀ ਗਿਣਤੀ ਅਵਿਸ਼ਵਾਸਯੋਗ ਸਰੋਤਾਂ ਕਾਰਨ ਦੱਸਣਾ ਮੁਸ਼ਕਲ ਹੈ। ਸ਼ਹਿਰੀ ਖੇਤਰ ਵਿੱਚ ਭਾਸ਼ਾ ਦੇ ਬਹੁਤੇ ਪੜ੍ਹੇ-ਲਿਖੇ ਬੋਲਣ ਵਾਲੇ ਹਿੰਦੀ ਨੂੰ ਆਪਣੀ ਭਾਸ਼ਾ ਦਾ ਨਾਮ ਦਿੰਦੇ ਹਨ ਕਿਉਂਕਿ ਇਹ ਉਹੀ ਹੈ ਜੋ ਉਹ ਰਸਮੀ ਸੰਦਰਭਾਂ ਵਿੱਚ ਵਰਤਦੇ ਹਨ ਅਤੇ ਅਣਜਾਣਤਾ ਦੇ ਕਾਰਨ ਇਸਨੂੰ ਢੁਕਵਾਂ ਜਵਾਬ ਮੰਨਦੇ ਹਨ। ਇਸ ਖੇਤਰ ਦੀ ਪੜ੍ਹੀ-ਲਿਖੀ ਅਤੇ ਸ਼ਹਿਰੀ ਆਬਾਦੀ ਹਿੰਦੀ ਨੂੰ ਆਪਣੀ ਭਾਸ਼ਾ ਦੇ ਆਮ ਨਾਮ ਵਜੋਂ ਵਾਪਸ ਕਰ ਦਿੰਦੀ ਹੈ।[11]
