ਭਾਰਤ ਸਰਕਾਰ ਦਾ ਸਕੱਤਰ, ਜਿਸ ਨੂੰ ਅਕਸਰ ਸਕੱਤਰ, ਭਾਰਤ ਸਰਕਾਰ, ਜਾਂ ਸਿਰਫ਼ ਸਕੱਤਰ ਕਿਹਾ ਜਾਂਦਾ ਹੈ, ਭਾਰਤ ਸਰਕਾਰ ਦੀ ਕੇਂਦਰੀ ਸਟਾਫਿੰਗ ਸਕੀਮ ਅਧੀਨ ਇੱਕ ਅਹੁਦਾ ਅਤੇ ਇੱਕ ਰੈਂਕ ਹੈ।[6] ਇਸ ਅਹੁਦੇ ਦੀ ਸਿਰਜਣਾ ਦਾ ਅਧਿਕਾਰ ਸਿਰਫ਼ ਕੇਂਦਰੀ ਮੰਤਰੀ ਪ੍ਰੀਸ਼ਦ ਕੋਲ ਹੈ।[7]

ਸਥਿਤੀ ਧਾਰਕ ਆਮ ਤੌਰ 'ਤੇ ਕੈਰੀਅਰ ਸਿਵਲ ਸਰਵੈਂਟ ਹੁੰਦਾ ਹੈ, ਜ਼ਿਆਦਾਤਰ ਭਾਰਤੀ ਪ੍ਰਸ਼ਾਸਨਿਕ ਸੇਵਾ ਤੋਂ,[8][9][10][11][12][13] ਅਤੇ ਉੱਚ ਸੀਨੀਆਰਤਾ ਵਾਲਾ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀ।
ਸਕੱਤਰ ਜਾਂ ਤਾਂ ਆਲ ਇੰਡੀਆ ਸਰਵਿਸਿਜ਼ (ਡੈਪਿਊਟੇਸ਼ਨ; ਕਾਰਜਕਾਲ 'ਤੇ, ਪੈਨਲਮੈਂਟ ਤੋਂ ਬਾਅਦ) ਜਾਂ ਕੇਂਦਰੀ ਸਿਵਲ ਸੇਵਾਵਾਂ (ਗਰੁੱਪ ਏ; ਪੈਨਲਮੈਂਟ 'ਤੇ) ਤੋਂ ਹੈ। ਇਸ ਰੈਂਕ ਅਤੇ ਅਹੁਦੇ ਲਈ ਸਾਰੀਆਂ ਤਰੱਕੀਆਂ ਅਤੇ ਨਿਯੁਕਤੀਆਂ ਸਿੱਧੇ ਤੌਰ 'ਤੇ ਕੈਬਨਿਟ ਦੀ ਨਿਯੁਕਤੀ ਕਮੇਟੀ ਦੁਆਰਾ ਕੀਤੀਆਂ ਜਾਂਦੀਆਂ ਹਨ।
ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਢਾਂਚੇ ਵਿਚ[14][15][16] ਇੱਕ ਸਕੱਤਰ ਇੱਕ ਮੰਤਰਾਲੇ ਜਾਂ ਵਿਭਾਗ ਦਾ ਪ੍ਰਬੰਧਕੀ ਮੁਖੀ ਹੁੰਦਾ ਹੈ,[17][18] ਅਤੇ ਰਾਜ ਸਰਕਾਰਾਂ ਦੇ ਮੁੱਖ ਸਕੱਤਰਾਂ ਜਾਂ ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰਾਂ ਅਤੇ ਥਲ ਸੈਨਾ ਦੇ ਵਾਈਸ ਚੀਫ਼, ਆਰਮੀ ਕਮਾਂਡਾਂ ਦੇ ਚੀਫ਼ ਕਮਾਂਡਿੰਗ ਜਨਰਲ ਅਫ਼ਸਰ, ਅਤੇ ਭਾਰਤੀ ਹਥਿਆਰਬੰਦ ਸੈਨਾਵਾਂ ਵਿੱਚ ਉਹਨਾਂ ਦੇ ਬਰਾਬਰ ਦੇ ਬਰਾਬਰ ਹੈ,[19] ਅਤੇ 23ਵੇਂ ਦਰਜੇ 'ਤੇ, ਤਰਜੀਹ ਦੇ ਭਾਰਤੀ ਕ੍ਰਮ 'ਤੇ ਇਸ ਤਰ੍ਹਾਂ ਸੂਚੀਬੱਧ ਹਨ।[20][21][22][23]
