ਬ੍ਰਿਕਸ ਦੀ ਪਛਾਣ ਅਸਲ ਵਿੱਚ ਨਿਵੇਸ਼ ਦੇ ਮੌਕਿਆਂ ਨੂੰ ਉਜਾਗਰ ਕਰਨ ਦੇ ਉਦੇਸ਼ ਲਈ ਕੀਤੀ ਗਈ ਸੀ, ਅਤੇ ਇਹ ਇੱਕ ਰਸਮੀ ਅੰਤਰ-ਸਰਕਾਰੀ ਸੰਗਠਨ ਨਹੀਂ ਸੀ।[6] 2009 ਤੋਂ, ਉਹ ਵੱਧ ਤੋਂ ਵੱਧ ਇੱਕ ਹੋਰ ਇਕਸੁਰ ਭੂ-ਰਾਜਨੀਤਿਕ ਬਲਾਕ ਦੇ ਰੂਪ ਵਿੱਚ ਬਣ ਗਏ ਹਨ, ਉਹਨਾਂ ਦੀਆਂ ਸਰਕਾਰਾਂ ਸਾਲਾਨਾ ਰਸਮੀ ਸੰਮੇਲਨਾਂ ਵਿੱਚ ਮੀਟਿੰਗਾਂ ਕਰਦੀਆਂ ਹਨ ਅਤੇ ਬਹੁ-ਪੱਖੀ ਨੀਤੀਆਂ ਦਾ ਤਾਲਮੇਲ ਕਰਦੀਆਂ ਹਨ;[1] ਚੀਨ ਨੇ 24 ਜੁਲਾਈ 2022 ਨੂੰ ਸਭ ਤੋਂ ਤਾਜ਼ਾ 14ਵੇਂ ਬ੍ਰਿਕਸ ਸੰਮੇਲਨ ਦੀ ਮੇਜ਼ਬਾਨੀ ਕੀਤੀ। ਬ੍ਰਿਕਸ ਦਰਮਿਆਨ ਦੁਵੱਲੇ ਸਬੰਧ ਮੁੱਖ ਤੌਰ 'ਤੇ ਗੈਰ-ਦਖਲਅੰਦਾਜ਼ੀ, ਸਮਾਨਤਾ ਅਤੇ ਆਪਸੀ ਲਾਭ ਦੇ ਆਧਾਰ 'ਤੇ ਕਰਵਾਏ ਜਾਂਦੇ ਹਨ।[7]

ਬ੍ਰਿਕਸ ਨੂੰ ਪ੍ਰਮੁੱਖ ਉੱਨਤ ਅਰਥਵਿਵਸਥਾਵਾਂ ਦੇ G7 ਬਲਾਕ ਦਾ ਸਭ ਤੋਂ ਪ੍ਰਮੁੱਖ ਵਿਰੋਧੀ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ,[1] ਨਿਊ ਡਿਵੈਲਪਮੈਂਟ ਬੈਂਕ, ਕੰਟੀਜੈਂਟ ਰਿਜ਼ਰਵ ਵਿਵਸਥਾ, ਬ੍ਰਿਕਸ ਭੁਗਤਾਨ ਪ੍ਰਣਾਲੀ, ਅਤੇ ਬ੍ਰਿਕਸ ਟੋਕਰੀ ਰਿਜ਼ਰਵ ਕਰੰਸੀ ਵਰਗੀਆਂ ਪ੍ਰਤੀਯੋਗੀ ਪਹਿਲਕਦਮੀਆਂ ਦਾ ਐਲਾਨ ਕਰਨਾ। 2022 ਤੋਂ, ਸਮੂਹ ਨੇ ਮੈਂਬਰਸ਼ਿਪ ਵਧਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਹੈ, ਕਈ ਵਿਕਾਸਸ਼ੀਲ ਦੇਸ਼ਾਂ ਨੇ ਇਸ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਵਿੱਚ ਦਿਲਚਸਪੀ ਜ਼ਾਹਰ ਕੀਤੀ ਹੈ।[8] ਬ੍ਰਿਕਸ ਨੇ ਕਈ ਟਿੱਪਣੀਕਾਰਾਂ ਤੋਂ ਪ੍ਰਸ਼ੰਸਾ ਅਤੇ ਆਲੋਚਨਾ ਪ੍ਰਾਪਤ ਕੀਤੀ ਹੈ।[9][10][11]

ਨਾਮ ਸੋਧੋ

BRIC ਸ਼ਬਦ ਮੂਲ ਰੂਪ ਵਿੱਚ ਵਿਦੇਸ਼ੀ ਨਿਵੇਸ਼ ਰਣਨੀਤੀਆਂ ਦੇ ਸੰਦਰਭ ਵਿੱਚ ਵਿਕਸਤ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਹ 2001 ਦੇ ਪ੍ਰਕਾਸ਼ਨ, ਬਿਲਡਿੰਗ ਬੈਟਰ ਗਲੋਬਲ ਆਰਥਿਕ BRICs ਵਿੱਚ ਗੋਲਡਮੈਨ ਸਾਕਸ ਐਸੇਟ ਮੈਨੇਜਮੈਂਟ ਦੇ ਤਤਕਾਲੀ ਚੇਅਰਮੈਨ, ਜਿਮ ਓ'ਨੀਲ ਦੁਆਰਾ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ;[12] ਇਹ ਸ਼ਬਦ ਰੂਪਾ ਪੁਰਸ਼ੋਤਮਨ ਦੁਆਰਾ ਤਿਆਰ ਕੀਤਾ ਗਿਆ ਸੀ, ਜੋ ਅਸਲ ਰਿਪੋਰਟ ਵਿੱਚ ਇੱਕ ਖੋਜ ਸਹਾਇਕ ਸੀ।[13]

ਨਿਵੇਸ਼ ਦੇ ਉਦੇਸ਼ਾਂ ਲਈ, ਉਭਰਦੀਆਂ ਅਰਥਵਿਵਸਥਾਵਾਂ ਦੀ ਸੂਚੀ ਵਿੱਚ ਕਈ ਵਾਰ ਦੱਖਣੀ ਕੋਰੀਆ ਸ਼ਾਮਲ ਹੁੰਦਾ ਹੈ, ਜਿਸ ਨੇ ਬ੍ਰਿਕਸ ਦੇ ਸੰਖੇਪ ਰੂਪ ਦਾ ਵਿਸਤਾਰ ਕੀਤਾ।

ਪਹਿਲਾ ਬ੍ਰਿਕ ਸੰਮੇਲਨ ਸੋਧੋ

ਸ਼ੁਰੂਆਤੀ ਚਾਰ BRIC ਜਨਰਲ ਰਾਜਾਂ (ਬ੍ਰਾਜ਼ੀਲ, ਰੂਸ, ਭਾਰਤ ਅਤੇ ਚੀਨ) ਦੇ ਵਿਦੇਸ਼ ਮੰਤਰੀਆਂ ਨੇ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਅਸੈਂਬਲੀ ਦੀ ਆਮ ਬਹਿਸ ਦੇ ਹਾਸ਼ੀਏ 'ਤੇ ਸਤੰਬਰ 2006 ਵਿੱਚ ਨਿਊਯਾਰਕ ਸਿਟੀ ਵਿੱਚ ਮੁਲਾਕਾਤ ਕੀਤੀ, ਉੱਚ-ਪੱਧਰੀ ਮੀਟਿੰਗਾਂ ਦੀ ਇੱਕ ਲੜੀ ਸ਼ੁਰੂ ਕੀਤੀ।[14] 16 ਜੂਨ 2009 ਨੂੰ ਰੂਸ ਦੇ ਯੇਕਾਟੇਰਿਨਬਰਗ ਵਿੱਚ ਇੱਕ ਪੂਰੇ ਪੈਮਾਨੇ ਦੀ ਕੂਟਨੀਤਕ ਮੀਟਿੰਗ ਹੋਈ।[15]

BRIC ਗਰੁੱਪਿੰਗ ਦਾ ਪਹਿਲਾ ਰਸਮੀ ਸਿਖਰ ਸੰਮੇਲਨ, ਯੇਕਾਟੇਰਿਨਬਰਗ ਵਿੱਚ ਵੀ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ, 16 ਜੂਨ 2009 ਨੂੰ ਸ਼ੁਰੂ ਹੋਇਆ,[16] ਲੁਈਜ਼ ਇਨਾਸੀਓ ਲੂਲਾ ਦਾ ਸਿਲਵਾ, ਦਮਿਤਰੀ ਮੇਦਵੇਦੇਵ, ਮਨਮੋਹਨ ਸਿੰਘ, ਅਤੇ ਹੂ ਜਿੰਤਾਓ ਦੇ ਨਾਲ, ਬ੍ਰਾਜ਼ੀਲ, ਰੂਸ, ਭਾਰਤ ਅਤੇ ਚੀਨ ਦੇ ਸਬੰਧਤ ਨੇਤਾ, ਸਾਰੇ ਹਾਜ਼ਰ ਹੋਏ।[17] ਸਿਖਰ ਸੰਮੇਲਨ ਦਾ ਧਿਆਨ ਆਲਮੀ ਆਰਥਿਕ ਸਥਿਤੀ ਨੂੰ ਸੁਧਾਰਨ ਅਤੇ ਵਿੱਤੀ ਸੰਸਥਾਵਾਂ ਨੂੰ ਸੁਧਾਰਨ 'ਤੇ ਸੀ, ਅਤੇ ਇਸ ਗੱਲ 'ਤੇ ਚਰਚਾ ਕੀਤੀ ਗਈ ਕਿ ਚਾਰੇ ਦੇਸ਼ ਭਵਿੱਖ ਵਿੱਚ ਕਿਵੇਂ ਵਧੀਆ ਸਹਿਯੋਗ ਕਰ ਸਕਦੇ ਹਨ।[16][17] ਵਿਕਾਸਸ਼ੀਲ ਦੇਸ਼, ਜਿਵੇਂ ਕਿ BRIC ਦੇ 3/4 ਮੈਂਬਰ, ਗਲੋਬਲ ਮਾਮਲਿਆਂ ਵਿੱਚ ਵਧੇਰੇ ਸ਼ਾਮਲ ਹੋ ਸਕਦੇ ਹਨ, ਬਾਰੇ ਹੋਰ ਚਰਚਾ ਕੀਤੀ ਗਈ।[17]

ਯੇਕਾਟੇਰਿਨਬਰਗ ਸਿਖਰ ਸੰਮੇਲਨ ਦੇ ਬਾਅਦ, BRIC ਦੇਸ਼ਾਂ ਨੇ ਇੱਕ ਨਵੀਂ ਗਲੋਬਲ ਰਿਜ਼ਰਵ ਮੁਦਰਾ ਦੀ ਜ਼ਰੂਰਤ ਦਾ ਐਲਾਨ ਕੀਤਾ, ਜੋ "ਵਿਭਿੰਨ, ਸਥਿਰ ਅਤੇ ਅਨੁਮਾਨਯੋਗ" ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ।[18] ਹਾਲਾਂਕਿ ਜਾਰੀ ਕੀਤੇ ਗਏ ਬਿਆਨ ਨੇ ਅਮਰੀਕੀ ਡਾਲਰ ਦੇ ਸਮਝੇ ਗਏ "ਦਬਦਬੇ" ਦੀ ਸਿੱਧੇ ਤੌਰ 'ਤੇ ਆਲੋਚਨਾ ਨਹੀਂ ਕੀਤੀ - ਜਿਸ ਚੀਜ਼ ਦੀ ਰੂਸ ਨੇ ਅਤੀਤ ਵਿੱਚ ਆਲੋਚਨਾ ਕੀਤੀ ਸੀ - ਇਸ ਨੇ ਹੋਰ ਪ੍ਰਮੁੱਖ ਮੁਦਰਾਵਾਂ ਦੇ ਮੁਕਾਬਲੇ ਡਾਲਰ ਦੇ ਮੁੱਲ ਵਿੱਚ ਗਿਰਾਵਟ ਨੂੰ ਜਨਮ ਦਿੱਤਾ।[19]

ਦੱਖਣੀ ਅਫਰੀਕਾ ਦਾ ਦਾਖਲਾ ਸੋਧੋ

2010 ਵਿੱਚ, ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਨੇ BRIC ਸਮੂਹ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਕੋਸ਼ਿਸ਼ਾਂ ਸ਼ੁਰੂ ਕੀਤੀਆਂ, ਅਤੇ ਇਸਦੇ ਰਸਮੀ ਦਾਖਲੇ ਦੀ ਪ੍ਰਕਿਰਿਆ ਉਸੇ ਸਾਲ ਅਗਸਤ ਵਿੱਚ ਸ਼ੁਰੂ ਹੋਈ।[20] ਚੀਨ ਦੁਆਰਾ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਰਸਮੀ ਤੌਰ 'ਤੇ ਸੱਦਾ ਦਿੱਤੇ ਜਾਣ ਤੋਂ ਬਾਅਦ, ਦੱਖਣੀ ਅਫਰੀਕਾ ਅਧਿਕਾਰਤ ਤੌਰ 'ਤੇ 24 ਦਸੰਬਰ 2010 ਨੂੰ ਮੈਂਬਰ ਦੇਸ਼ ਬਣ ਗਿਆ।[21] ਅਤੇ ਬਾਅਦ ਵਿੱਚ ਹੋਰ BRIC ਦੇਸ਼ਾਂ ਦੁਆਰਾ ਸਵੀਕਾਰ ਕੀਤਾ ਗਿਆ।[20] ਗਰੁੱਪ ਦੀ ਵਿਸਤ੍ਰਿਤ ਮੈਂਬਰਸ਼ਿਪ ਨੂੰ ਦਰਸਾਉਣ ਲਈ - ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਲਈ "S" ਦੇ ਨਾਲ - ਗਰੁੱਪ ਦਾ ਨਾਮ ਬਦਲ ਕੇ ਬ੍ਰਿਕਸ ਰੱਖਿਆ ਗਿਆ ਸੀ।[22] ਅਪ੍ਰੈਲ 2011 ਵਿੱਚ, ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਦੇ ਰਾਸ਼ਟਰਪਤੀ, ਜੈਕਬ ਜ਼ੂਮਾ, ਚੀਨ ਦੇ ਸਾਨਿਆ ਵਿੱਚ 2011 ਦੇ ਬ੍ਰਿਕਸ ਸੰਮੇਲਨ ਵਿੱਚ ਪੂਰੇ ਮੈਂਬਰ ਵਜੋਂ ਸ਼ਾਮਲ ਹੋਏ।[23][24][25]

ਅਗਸਤ 2019 ਵਿੱਚ, ਬ੍ਰਿਕਸ ਦੇਸ਼ਾਂ ਦੇ ਸੰਚਾਰ ਮੰਤਰੀਆਂ ਨੇ ਸੂਚਨਾ ਅਤੇ ਸੰਚਾਰ ਤਕਨਾਲੋਜੀ ਖੇਤਰ ਵਿੱਚ ਸਹਿਯੋਗ ਕਰਨ ਦੇ ਇਰਾਦੇ ਦੇ ਇੱਕ ਪੱਤਰ 'ਤੇ ਹਸਤਾਖਰ ਕੀਤੇ ਸਨ। ਬ੍ਰਾਸੀਲੀਆ, ਬ੍ਰਾਜ਼ੀਲ ਵਿੱਚ ਆਯੋਜਿਤ ਸਮੂਹ ਦੇ ਮੈਂਬਰ ਦੇਸ਼ਾਂ ਦੇ ਸੰਚਾਰ ਮੰਤਰੀਆਂ ਦੀ ਬੈਠਕ ਦੇ ਪੰਜਵੇਂ ਸੰਸਕਰਣ ਵਿੱਚ ਇਸ ਸਮਝੌਤੇ 'ਤੇ ਹਸਤਾਖਰ ਕੀਤੇ ਗਏ ਸਨ।[46]

ਚੀਨ ਵਿੱਚ ਸਥਿਤ ਨਿਊ ਡਿਵੈਲਪਮੈਂਟ ਬੈਂਕ, ਮੈਂਬਰ ਦੇਸ਼ਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੀਆਂ ਸੰਘਰਸ਼ਸ਼ੀਲ ਅਰਥਵਿਵਸਥਾਵਾਂ ਦੀ ਮਦਦ ਕਰਨ ਲਈ $15 ਬਿਲੀਅਨ ਦੇਣ ਦੀ ਯੋਜਨਾ ਬਣਾ ਰਿਹਾ ਹੈ। ਮੈਂਬਰ ਦੇਸ਼ ਕੋਵਿਡ-19 ਤੋਂ ਪਹਿਲਾਂ ਦੇ ਆਰਥਿਕ ਵਪਾਰ ਦੀ ਨਿਰਵਿਘਨ ਵਾਪਸੀ ਅਤੇ ਨਿਰੰਤਰਤਾ ਦੀ ਉਮੀਦ ਕਰ ਰਹੇ ਹਨ। ਸੇਂਟ ਪੀਟਰਸਬਰਗ, ਰੂਸ ਵਿੱਚ ਜੋ ਸਿਖਰ ਸੰਮੇਲਨ ਉਹ ਅਸਲ ਵਿੱਚ ਕਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾ ਰਹੇ ਹਨ, ਉਸ ਵਿੱਚ ਚਰਚਾ ਕੀਤੀ ਜਾਵੇਗੀ ਕਿ ਕੋਵਿਡ-19 ਮਹਾਂਮਾਰੀ ਨਾਲ ਕਿਵੇਂ ਨਜਿੱਠਣਾ ਹੈ ਅਤੇ ਸੁਧਾਰਾਂ ਦੁਆਰਾ ਆਪਣੀ ਬਹੁਪੱਖੀ ਪ੍ਰਣਾਲੀ ਨੂੰ ਕਿਵੇਂ ਠੀਕ ਕਰਨਾ ਹੈ।[47] ਕੋਵਿਡ-19 ਵੈਕਸੀਨ ਲੈਣ ਦੀ ਦਰ BRICS ਭਾਈਚਾਰੇ ਵਿੱਚ ਇੱਕ ਮਿਸ਼ਰਣ ਹੈ। ਚੀਨ, ਭਾਰਤ ਅਤੇ ਦੱਖਣੀ ਅਫਰੀਕਾ ਵੈਕਸੀਨ ਲੈਣ ਲਈ ਸਭ ਤੋਂ ਵੱਧ ਇੱਛੁਕ ਹਨ ਜਦੋਂ ਕਿ ਬ੍ਰਾਜ਼ੀਲ ਅਤੇ ਰੂਸ ਵਿੱਚ ਬਾਕੀ ਤਿੰਨਾਂ ਨਾਲੋਂ ਵਧੇਰੇ ਸੰਦੇਹ ਹੈ।[48] 13ਵੇਂ ਬ੍ਰਿਕਸ ਸੰਮੇਲਨ ਦੌਰਾਨ, ਭਾਰਤ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ "ਸਾਰੇ ਦੇਸ਼ਾਂ" ਦੇ ਪੂਰੇ ਸਹਿਯੋਗ ਨਾਲ ਵਿਸ਼ਵ ਸਿਹਤ ਸੰਗਠਨ ਦੇ ਅਧੀਨ ਕੋਵਿਡ-19 ਦੀ ਉਤਪਤੀ ਦੀ ਪਾਰਦਰਸ਼ੀ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ, ਅਤੇ ਚੀਨੀ ਨੇਤਾ ਸ਼ੀ ਜਿਨਪਿੰਗ ਨੇ ਬ੍ਰਿਕਸ ਨੂੰ ਬੁਲਾਉਂਦੇ ਹੋਏ ਸਿੱਧੇ ਬਾਅਦ ਵਿੱਚ ਗੱਲ ਕੀਤੀ। ਦੇਸ਼ ਪ੍ਰਕਿਰਿਆ ਦੇ "ਰਾਜਨੀਤੀਕਰਨ ਦਾ ਵਿਰੋਧ" ਕਰਨ।[49]

ਸੰਮੇਲਨ ਸੋਧੋ

ਗਰੁੱਪਿੰਗ ਨੇ 2009 ਤੋਂ ਸਾਲਾਨਾ ਸਿਖਰ ਸੰਮੇਲਨ ਆਯੋਜਿਤ ਕੀਤੇ ਹਨ, ਜਿਸ ਵਿੱਚ ਮੈਂਬਰ ਦੇਸ਼ਾਂ ਨੇ ਮੇਜ਼ਬਾਨੀ ਲਈ ਵਾਰੀ ਲਿਆ ਹੈ। ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਦੇ ਦਾਖ਼ਲੇ ਤੋਂ ਪਹਿਲਾਂ, 2009 ਅਤੇ 2010 ਵਿੱਚ ਦੋ ਬ੍ਰਿਕਸ ਸੰਮੇਲਨ ਆਯੋਜਿਤ ਕੀਤੇ ਗਏ ਸਨ। ਪਹਿਲਾ ਪੰਜ ਮੈਂਬਰੀ ਬ੍ਰਿਕਸ ਸੰਮੇਲਨ 2011 ਵਿੱਚ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ ਸੀ। ਸਭ ਤੋਂ ਤਾਜ਼ਾ ਬ੍ਰਿਕਸ ਨੇਤਾਵਾਂ ਦਾ ਸੰਮੇਲਨ ਚੀਨ ਦੁਆਰਾ ਮੇਜ਼ਬਾਨੀ ਵਿੱਚ 23 ਜੂਨ 2022 ਨੂੰ ਹੋਇਆ ਸੀ।[50][51] ਭਾਰਤ ਨੇ ਨਵੀਂ ਦਿੱਲੀ ਵਿਖੇ ਬ੍ਰਿਕਸ 2021 ਸੰਮੇਲਨ ਦੀ ਮੇਜ਼ਬਾਨੀ ਕੀਤੀ ਹੈ ਅਤੇ ਚੀਨ ਨਾਲ ਤਣਾਅ ਦੇ ਵਿਚਕਾਰ, ਚੀਨੀ ਨੇਤਾ ਸ਼ੀ ਜਿਨਪਿੰਗ ਨੇ 2021 ਵਿੱਚ ਭਾਰਤ ਦੀ ਪ੍ਰਧਾਨਗੀ ਦਾ ਸਮਰਥਨ ਕਰਕੇ ਇੱਕ ਨਰਮ ਕਦਮ ਚੁੱਕਿਆ ਸੀ।[52]

New Development Bank ਸੋਧੋ

The New Development Bank (NDB), formally referred to as the BRICS Development Bank,[80] is a multilateral development bank operated by the five BRICS states. The bank's primary focus of lending will be infrastructure projects[81][82] with authorized lending of up to $34 billion annually.[82] South Africa will be the African Headquarters of the Bank named the "New Development Bank Africa Regional Centre."[83] The bank will have starting capital of $50 billion, with wealth increased to $100 billion over time.[84] Brazil, Russia, India, China, and South Africa will initially contribute $10 billion each to bring the total to $50 billion.[83][84] It has so far 53 projects under way worth around $15 billion.[85]

Recently Bangladesh, Egypt, the United Arab Emirates and Uruguay were added as new members of BRICS New Development Bank (NDB).[86]

BRICS CRA ਸੋਧੋ

The BRICS Contingent Reserve Arrangement (CRA) is a framework for providing protection against global liquidity pressures.[81][84][87] This includes currency issues where members' national currencies are being adversely affected by global financial pressures.[81][87] It is found that emerging economies that experienced rapid economic liberalization went through increased economic volatility, bringing an uncertain macroeconomic environment.[88] The CRA is generally seen as a competitor to the International Monetary Fund (IMF) and along with the New Development Bank is viewed as an example of increasing South-South cooperation.[81] It was established in 2015 by the BRICS countries. The legal basis is formed by the Treaty for the Establishment of a BRICS Contingent Reserve Arrangement, signed at Fortaleza, Brazil on 15 July 2014. With its inaugural meetings of the BRICS CRA Governing Council and Standing Committee, held on 4 September 2015, in Ankara, Turkey[89] it entered into force upon ratification by all BRICS states, announced at the 7th BRICS summit in July 2015.

BRICS payment system ਸੋਧੋ

At the 2015 BRICS summit in Russia, ministers from BRICS nations, initiated consultations for a payment system that would be an alternative to the Society for Worldwide Interbank Financial Telecommunication (SWIFT) system. Russian Deputy Foreign Minister Sergey Ryabkov stated in an interview, "The finance ministers and executives of the BRICS central banks are negotiating ... setting up payment systems and moving on to settlements in national currencies. SWIFT or not, in any case we’re talking about ... a global multilateral payment system that would provide greater independence, would create a definite guarantee for BRICS."[90]

The Central Bank of Russia (CBR) also started consultations with BRICS nations for a payment system that would be an alternative to the SWIFT system. The main benefits highlighted were backup and redundancy in case there were disruptions to the SWIFT system. The Deputy Governor of the Central Bank of Russia, Olga Skorobogatova, stated in an interview, "The only topic that may be of interest to all of us within BRICS is to consider and talk over the possibility of setting up a system that would apply to the BRICS countries, used as a backup."[91]

China has also initiated the development of their own SWIFT-alternative payment-system called the Cross-Border Inter-Bank Payments System (CIPS), which would provide a network that enables financial institutions worldwide to send and receive information about financial transactions in a secure, standardized, and reliable environment.[92] India also has its alternative Structured Financial Messaging System (SFMS), as does Russia with its Система передачи финансовых сообщений (СПФС)/System for Transfer of Financial Messages (SPFS).

In 2012, Hu Jintao, the then General Secretary of the Chinese Communist Party and President of China, described the BRICS countries as defenders and promoters of developing countries and a force for world peace.[9] Western analysts have highlighted potential divisions and weaknesses in the grouping, including significant economic instabilities,[93][94][95][96] disagreements among the members over the UN Security Council reform,[97] and India and China's disputes[98] over territorial issues.[10]

On 9 April 2013, Isobel Coleman from the Council on Foreign Relations, director of CFR's Civil Society, Markets, and Democracy Program said that members of BRICS share a lack of consensus. They uphold drastically different political systems, from a vibrant democracy in Brazil to entrenched oligarchy in Russia, and their economies are little integrated and are different in size by orders of magnitude. Also, she states that the significant difference in GDP influences the reserves. China taking up over 41% of the contribution, which in turn leads to bigger political say within the association.[99]

Vijay Prashad, author and the Edward Said Chair at the American University of Beirut, in 2014 raised the BRICS limitations as a political and economic "locomotive of the South" because they follow neoliberal policies. They have established neither new counter-balancing institutions nor come up with an alternative ideology. Furthermore, the BRICS project, argues Prashad, has no ability to challenge the primacy of the United States and NATO.[100]

BRICS Pro Tempore Presidency ਸੋਧੋ

The group at each summit elects one of the heads of state of the component countries to serve as President Pro Tempore of the BRICS. In 2019, the pro tempore presidency was held by the president of Brazil.[101]

The theme of the 11th BRICS summit was "BRICS:economic growth for an innovative future", and

the priorities of the Brazilian Pro Tempore Presidency for 2019 are the following -Strengthening of the cooperation in Science, technology and innovation; Enhancement of the cooperation on digital economy; Invigoration of the cooperation on the fight against transnational crime, especially against organized crime, money laundering and drug trafficking; Encouragement to the rapprochement between the New Development Bank (NDB) and the BRICS Business Council.[102] Currently the new President Pro Tempore is Russia and their goals are: investing into BRICS countries in order to strengthen everyone's economies, cooperating in the energy and environmental industries, helping with young children and coming up with resolutions on migration and peacekeeping.[103]
